    Aug 19, 2013 · The recoating time has to do with allowing the solvent to outgas. If there's some trapped under another coat, the new coat will crinkle. This all has nothing to do with sanding. If it says 3 hours, be safe and give it a day. If you put it on thick, give it two. But still wait the instructed time before recoating, Does the clear coat need sanding?
